The City of Elsmere has a Mayor – Council form of government. Each member is elected at large by the voters of the city at a regular election. The City of Elsmere is a home rule city with a six member Council. The terms of office for City Council members begin on the first day of January following the election for two years and the Mayor for four years.
The City Council serves as the legislative function of government for the City of Elsmere. The legislative authority is exercised by the elected Council of the city with the Mayor as the presiding officer. Elsmere City Council enacts the rules and regulations that apply to the general public’s health, safety, and welfare. The Council establishes all appointive offices and the duties and responsibilities of those offices. In addition, Council appropriates funds to operate city government and amends the budget as necessary to provide for the orderly management of city resources. Council levies all taxes and establishes of all fees and charges for city services.
